LEITI Multi-Stakeholder Group Holds First Quarter Sitting, Endorses Key Documents for Strengthening Transparency in Liberia’s Extractive Sector

The Liberia Extractive Industries Transparency Initiative (LEITI) Multi-Stakeholder Group (MSG) held its first quarter meeting for 2025 today, bringing together high-level representatives from the government, civil society, the private sector, the U.S. Embassy, GIZ, and members of Parliament. The meeting marked a significant step toward strengthening transparency and accountability in Liberia’s extractive industries.

During the deliberations, the MSG reviewed and endorsed three critical documents aimed at enhancing the implementation of the EITI Standard in Liberia:

Inception Report for the 16th EITI Report – This report lays the foundation for the development of Liberia’s 16th EITI Report, which will provide essential insights into revenue collection, company payments, and the overall governance of the extractive sector.

Terms of Reference (ToR) for a Compliance Investigation in the Mining Sector – Acknowledging the need for stronger oversight, the MSG approved the ToR for an investigation into the compliance levels of various Mineral Development Agreements within the mining sector.

Terms of Reference (ToR) for Updating the LEITI Simplified Contract Matrix – This initiative seeks to improve public understanding of extractive sector contracts by making key contractual terms more accessible and transparent to citizens.

Additionally, the MSG established three working committees to strengthen governance, communication, and financial oversight within LEITI:

Governance and Ethics Committee – Charged with ensuring that LEITI operates with integrity, transparency, and adherence to ethical standards.

Communication and Reporting Committee – Tasked with enhancing public engagement, improving information dissemination, and ensuring effective reporting of EITI-related activities.

Finance and Administration Committee – Responsible for promoting sound financial management and efficient administrative operations of the Secretariat and the MSG.

Through these decisions, LEITI reaffirms its commitment to promoting transparency, accountability, and good governance in Liberia’s extractive sector. The outcomes of this meeting reflect the MSG’s dedication to upholding the EITI Standard and ensuring that the management of natural resources benefits all Liberians.
